This may not be the problem but try going to the Gizmo menu on the bar of the scene view. The scene view has a "gizmo menu" where you can set scaling etc for all your gizmos in the scene.

OK, I solved it myself. In the Layers drop-down somehow "Default" was unchecked. Checking it brought my Gizmos, view angles, and cam preview back. I still don't know why my handles are turning yellow...

I had similar case. My gizmo was lost. It was because I accidentally switched to 2D mode from 3D. Switching back to 3D brought gizmo back.
